I will lobby the new council to revise policy and procedure to improve the quality and quantity of discussion and debate in both public and closed meetings of council. This will include the following;

• That the head of council (Mayor) cannot speak to an agenda item prior to every other member of the council having an opportunity to speak on the item. If follow-up discussion continues after the mayor speaks the process would be repeated.

• That anyone requesting a deputation to the council can make a special request to present longer than the 10-minute time allocation for the council's consideration. It is important to note that in the past council has allowed extended deputations and I believe the time allocation should be based on the importance and complexity of the subject to be presented. A similar process should also be adopted for the council question & comment period.
